The Department of Education (DepEd) emphasizes that the review of the K to 12 curriculum remains ongoing, and the experience with Most Essential Learning Competencies (MELCs) will be used to inform and enrich the curriculum. In this situation there is a need to unpack the Most Essential Learning Competencies in order to have focus on instruction and indispensable competencies that the learners must acquire as we anticipate challenges in learning delivery.
To ensure that learners have acquired necessary competencies, teachers must be rated using the Results-based Performance Monitoring System (RPMS) Tool for it reflect the results of their performance. With this situation, there is a need to review Individual Performance Commitment and Review (IPCR) and preparation of portfolio among teachers to fit the demand of time.
Through prioritizing children’s education, as well as their psycho-social well-being, teachers have great potential to truly impact the psycho-social well- being of all pupils, their parents, families and wider communities.
Pursuant to DepEd Order No. 34, s. 2022 title School Calendar and Activities for School Year 2022-2023, the mid-year break is scheduled on February 6-10, 2023 where in the first two days of the five-day mid-year break may be spent for the mid-year performance review and evaluation of school-based personnel as well as the evaluation of the school's progress attained in the implementation of the programs, projects, and activities (PPAs), while the last three days may be devoted for the conduct of the School-based In Service Training (INSET) activities for the teachers' continuing professional development and the preparation of their instructional materials.
School-based INSET shall include topics and skills that should address the training and development needs of teachers as contained in the Part IV: Development Needs of the IPCRF; analysis of the consolidated IPCRF per school as revealed in the performance appraisal conducted and on the results of the latest E-SAT which show activities must be aligned to the School Annual Implementation Plan and the School Annual L&D or Professional Development Plan.
The five-day mid-year break shall be spent for the conduct of the Midyear Performance Review and Evaluation and the School-Based INSET. The first two days shall be spent in evaluating the school’s progress in the implementation of the educational programs, projects, and activities, as well as in reviewing the performance of teachers and the school staff to address concerns through cooperative effort. The last three days shall be devoted to the conduct of the school based INSET activities for the teachers’ continued professional development and the preparation of their Instructional Materials.
